migrated to new server and user preview shows "no permission for xxx"

I've tried everything I can think of to see the preview for an email after migrating to a new server. The auditor@local user can see the preview, and everything seems to work fine. But the regular email user cannot see preview.

Also when the regular email user gets a new email it also does not preview. It always previews for the auditor.

I moved the database, the manticore index, and the store. What else needs to migrate so that I can see the preview as a regular user? Hours spent; can't figure it out!
