Windows Console Codepage #47

On Windows, command line parameters are in the character encoding as set up. You need to convert parameters to the encoding you expect internally.

For instance I use gitk on a German Windows in cmd. The codepage used in that setup is 850 (as reported by the comand chcp).
If I provide a path to gitk that contains a German umlaut, gitk does not complain, but does not display modifications in that path.

eg. gitk "D:\AL Workspace\Verfügbarkeitsliste"

The same failure occures when launching gitk from the windows explorer context menu.

If I make "D:\AL Workspace\Verfügbarkeitsliste" my working directory and then call gitk by running gitk ., the modifications are displayed as expected.
