goodLAC community and public project updates

[itecob]

The current accepted release candidate is 1.0.0-rc.12: release notes.

The public main branch may contain bounded post-release fixes and documentation/publication updates. It is the current public development state, not a retargeting or replacement of the immutable rc.12 release.

• Follow Releases for software versions.
• Follow Discussions for project and community announcements.
• Read the directional ROADMAP.md and the public manual.
• Report undisclosed vulnerabilities only through GitHub Private Vulnerability Reporting, as described in SECURITY.md.

This is a project update, not a new software release and not a claim that future roadmap items are already implemented.
