Dependency package not found

Describe the bug

We have an AI package with a dependency on isc-supply-chain version 1006.2.202604101333. When I install isc-supply-chain version 1006.2.202604101333, then load the AI package, it works fine. If I try to load the AI package, it says the isc-supply-chain is not found

To Reproduce

Steps to reproduce the behavior:

1. IPM load module with depencency which has not yet been installed

Expected behavior

Install new package
