Jewell" <6759885+hyperpolymath@users.noreply.github.com> Date: Tue, 6 Oct 2026 19:24:21 +0100 Subject: [PATCH] fix(debt): exclude k9 templates from todo-fixme probe Debt ratchet has been red on every PR: the Debtfile recorded todo-fixme-markers count 87 against ceiling 85. Five of the new files since the 10-04 baseline are the k9 component templates (template-{hunt,kennel,yard}.k9.ncl.in) and two docs explaining them. A template's TODO fields are placeholders by design (copy, then fill in every TODO), not notes to self, so counting them measured the wrong thing. The probe now excludes *.ncl.in. Measured 84; count and ceiling move to 84, so the ceiling falls and no Debt-exception is needed. check-debtfile-structure.sh and check-debt-ratchet.sh origin/main both return rc=0. Refs #955 #953.
