fix(ci): regenerate actions.lock so the lockfile validates (#70)

Workflows in this repo fail at creation with `The lockfile could not be
validated. Regenerate it by running gh actions-lock`. This regenerates
the manifest with the official extension (`github/gh-actions-lock`) and
completes the `workflows:` map so every onboarded file has an entry
(matching the shape healthy repos carry). All workflow files are
re-parsed before commit.
