HOT Activation Protocol page is missing from the new website

The page is archived here: https://hotosm.github.io/hotosm-website/hot-activation-protocol

but https://www.hotosm.org/hot-activation-protocol returns 404.

This information should be available in some form on the new website.

For now I have set up a redirect so that the link goes to the activation protocol PDF. It should be discussed whether this is sufficient or more work is needed for a full page.

Adds setup_activation_protocol_page command (archived content → DocumentCollectionPage + legacy redirects). After merge, please run the command in staging/prod and confirm page placement/copy — see PR for details.

@dakotabenjamin the link goes directly to the protocol which I think is good enough.
I also added a redirect to the document on the disaster response page (talked with Sam C about this).
Will close but willing to look further into it if needed.
