[FEATURE] Move the query_builder logic to a standalone Python package

• https://github.com/hotosm/raw-data-api/blob/develop/src/query_builder/builder.py
• This file takes a osm-rawdata query JSON and converts it into an SQL query for a pgsql2osm format database.
• The PostPass project also uses pgsql2osm to generate an OSM database.
• This logic could be generically useful in other projects, e.g. a PostPass query builder.

Describe the solution you'd like

• Move the query_builder/builder.py to a standalone Python module that can be installed in many projects.
• Add tests to the new repo / logic.
• Publish on PyPi.
• Refactir raw-data-api to use the module.
