0.68.3 gh aw compile no longer pin actions to commit hash

I upgraded gh aw to 0.68.3 today and noticed that it no longer pins the actions in its generated workflow to the commit hash. It now uses semver instead.

For example, here is a commit of the re-compiled workflow files before and after 0.68.3. microsoft/GitHub-Copilot-for-Azure@43732a8
