chore: rebuild termination-watcher.zip after upstream rebase

Picks up upstream dep bumps (3.984 → 3.1009) baked into the zip, and
should clear the stale 'Dependency vulnerability scan' check on PR #5055
that was scanning the previously-bundled @aws-sdk versions.
