feat(ir): enable IR remote control on the complete board

Uncomment IR_CONTROL_ENABLE in the feature-flag block of settings.h so the
infrared receiver support is built in. On the complete board the receiver data
line is GPIO 5 (IRLED_PIN, defined in settings-complete.h); wire a 38 kHz
receiver (VS1838B / TSOP38238) with OUT->GPIO5, GND->GND, VS->3V3.

Kept in the tracked settings.h (not settings-override.h, which is gitignored and
would be dropped on the next OTA update) so the feature survives OTA. The default
RC_* key codes still target the upstream sample remote and may need adjusting to
the actual remote (read them from the serial console).
