Boot-time WiFi bring-up took ~10 s on networks where association + DHCP needs
more than the old 3 s quick-connect window: each quick-connect attempt was torn
down ~0.5 s before it would have completed, forcing two failed retries and then
a full-channel scan + AP fallback.
- Cache the last AP's BSSID + channel on a successful connect and reuse them for
a *directed* WiFi.begin() on the next boot, so the ESP32 skips its own internal
channel scan. Falls back to the plain SSID connect, then the full scan.
- Bump the quick-connect per-attempt window from 3 s to 6 s so association + DHCP
(~3.5 s observed) can actually finish on the first attempt.
Measured on device: WiFi connect dropped from ~12.3 s to ~4.0 s (now bounded by
the router's association/DHCP time), no more scan or AP-fallback on a normal boot.
