Commerical license question

I also used the "Contact sales" button but have not received a reply.

The commercial license descriptions includes this bullet: "Includes all updates for the 6.5.x and 7.0.x release line"

My reading of that bullet means that 7.1.x would require a new license, correct? If that is true then how do you determine when to create a new version because a license could be obsolete with only a single version if the number is changed by its first followup release.
