Enable pytest CI workflows in <upstream/branch> to ensure API and algo remain solid

Problem

Refactoring/torchifying often involves replacing existing numpy/scipy implementation into torch.

We have no CI running atm. Ref: #204 hence Reviewer can't tell backward compatability and parity tests.

Proposed solution

Update to enable CI on branches in https://github.com/electronmicroscopy/quantem/blob/dev/.github/workflows/uv-pytests.yml
