In the review form builder, admins are given the option of setting a form field to "Ad hoc (Editor decides at time of sharing/publishing)".
However, this option is never presented to the editor during publishing, nor if they edit the review.
We need to either implement this ad-hoc functionality in a clear and obvious way, or change the form builder to not include the ad-hoc publishing.
