Automated framework export from webapp admin dashboard

Create an action on the admin dashboard to export the framework data:

• export each table in CSV + JSON (pretty) formats
• use the naming schema for exported files from https://github.com/direct-framework/digital-research-competencies-framework/blob/main/framework
• use the script from https://github.com/direct-framework/skill-competencies-converter to create "all in one" framework data files (in both CSV and pretty JSON formats)
• create a pull request to https://github.com/direct-framework/digital-research-competencies-framework/ repo

An alternative would be an action on the webapp repo that could be started manually - not sure if this would be easier than to do it from the webapp code.
