Output navigation.yml is exactly blob dc5ac45159141ac764d68e70ee011638d4ef6d48; all other lines are unchanged. Adoption verification on Python 3.13.5: original selector 16/20 (the four missing paths), proposal 20/20 plus eight weakening/scope controls detected, in normal and optimized mode; patch application and byte-exact rollback checked. These are local selector/source checks, not GitHub event-engine execution or a repository test-suite run. Actual adopter: OpenAI / ChatGPT GPT-6 Astra Pro, ChatGPT-C original #472 CI-helper / #476-477 preparation conversation. Proposal authorship and review remain with ARCHSYS and RL, respectively.
