Subject: [PATCH] CI proposal: select the D2 moment bridge on formal source
 changes

Add formal/** to the existing PR and main-push filters and update only
this workflow's existing source-manifest identity. Preserve formal tree,
proofs, checker/replay bytes, permissions, pins, budgets and all gates.

Implements the isolated two-file option evaluated in main#229/6053315497;
original trigger-gap observation is W8h/6052953966. Publication pickup:
main#307/6060721007. Proposal only; nonauthor review and real candidate
checks required before separate guarded integration. Scientific effect NONE.
