I do have some file with pure ASCII encoding that are in CP-1250
But DFMStabilizerTool will error with this
FAILED: No mapping for the Unicode character exists in the target multi-byte code page
It will be nice to add parameter where I can setup type of encoding so DFMStabilizerTool will do conversion
