Restyling 'Add new' and 'Answer' input fields in training module

AS A Chatbot trainer
I WANT to be able to see the inputted text properly the "Add new" and "Answer" input fields
SO THAT I can more comfortably enter and edit longer text without limited visibility

Acceptance Criteria

• The "Answer" (Vastus) input field is moved above the list of "Examples" (Näited).
  • Save button is moved to the right side and on the same row as the "Answer".
• "Muudan teemaks" option is removed.
• "Muuda", "Teisalda näide", "Kustuta" icons are preserved, text is removed. Text can be seen when the mouse is on the icon, a tooltip is shown with the corresponding text information "Muuda", "Teisalda näide", "Kustuta".
• The "Add new" (Lisa uus) input field is a long textbox just under the title.
  • "Lisa" (Add) button is moved to the right side.
• When looking at an existing example and after pressing "Muuda" icon, the text can be edited and the save button will only display the icon. A tooltip will show the "Salvesta" option but the text is removed.
• The title of the table ("Näited") is always visible on the page
• The "Add new" option is always seen under the title

Missing scrollbar, so most examples are not visible

Update: scrollbar appears on examples table when there are 11 or more examples, but last examples are still hidden
