[BUG] Deleting service removes shared-prefix service files

Bug description:

1. Create/ Import services named EESTI_EE_huvitised_ja_toetused and EESTI_EE_huvitised_ja_toetused_KKK.
2. Delete EESTI_EE_huvitised_ja_toetused.
3. Attempt to delete EESTI_EE_huvitised_ja_toetused_KKK from the UI.

EESTI_EE_huvitised_ja_toetused_KKK remains visible in the overview listing, but its file has already been deleted in the background. Deleting it from the UI produces a file-not-found error. After page referesh listing is then removed from UI.

The file system observations confirm this.

Expected behavior:

Deleting a service deletes only its own file. Services with the same prefix remain intact and can be deleted normally.

Stage tested - Files are deleted as specified . Deleting a service deletes its own file (and its mcq files) only - services with the same prefix remain intact. confirmed from file system
