Notify LLM when a service is activated

AS A Service-Module administrator
I WANT the LLM Module to be notified when a service becomes active
SO THAT the service index remains up to date

Description

Send the service data to the LLM enrichment endpoint during the Draft → Active status change.

Acceptance Criteria

• LLM enrichment is triggered when a service becomes active
• The request includes the service metadata
• An indexing failure does not block service activation
