Notification to beeper client about bridge software updates

Some control channel for an admin to receive push notification about software updates or errors for the various bridges. Including new releases of the main bbctl binary.

Bridge updates are pushed out so often (Several times a day because they pull from main) This isnt really viable it would be better to just restart your bridge at night everyday using cron
