Subject: [PATCH] docs(deploy_gate): correct the rule-3 companion-test count

Rule 3 (the CHANGELOG version heading) has three companion tests in
this file, not two: the axis test, the positive control, and the rule
tooth. The module note claimed "two", while the note for each of the
other two documented rules already says "three (axis + positive
control + rule tooth)". The count was wrong when it was written:
231b4d3 added all three tests in the same commit.
