Subject: [PATCH] fix(ui): stop the email hint promising an admin path that
 does not exist

The settings account card told the user "contact an admin to change it",
but no email write path exists anywhere: the only user PATCH body is
`UserPatch { dept_id }`, and every `UPDATE users SET` in the tree writes
just dept_id / verified / password_hash. The sibling nickname hint on the
same card already tells the truth ("not supported yet"), and the markup
comment right above both fields says neither has a write path.

Rework the email hint to match its sibling and state the real situation;
the pack value, its static fallback and the i18n cache-buster move together.
No new keys, no behavior change beyond the copy.
