fix(i18n): name the action the wallet page actually offers (#365)

The wallet page's subtitle exists in two carriers: the markup static
fallback in ui/index.html and the pack value in ui/js/i18n.js. applyStatic()
replaces the fallback with the pack value at boot, so the pack is what stays
on screen.

#156 (41bb6d1) rewrote the wallet header and updated the markup to
"点数余额 · 充值 / 申请加额（收支明细见【交易记录】）" but left the pack
(since #86) at "充值 / 提现" — so the subtitle kept advertising 提现 while the
same screen renders a disabled 提现 button and a note saying 提现暂不支持, and
the entry the page does offer (申请加额) went unnamed.

Align both packs with the markup and the design baseline
(docs/prototype/aitokenpool-console.html): zh follows the markup verbatim, en
uses "Request more", the wording wallet.raise already uses. Bump the i18n.js
cache-bust token. No new keys, no backend change.
