Same commit also removed the fork patches this manifest tracked in llm.ts (marker @/local/skein-loading \u2014 the SkeinLoading cold-load liveness tick that fed only this watchdog), message-v2.ts (marker StreamStalledError \u2014 the error-mapping case for the watchdog's failure type; message-v2.ts no longer diverges from upstream at all and was fully removed from `patched`), and tools.ts (marker \"fork: the stream watchdog must not count\" \u2014 the per-tool-call liveness ticks). llm.ts and tools.ts each still diverge from upstream for unrelated, still-live fork reasons and were re-registered in `patched` with fresh markers (see those entries) rather than dropped \u2014 only the watchdog-specific tracking was retired.",

It was added by 21c1ac9dd6 to give non-Effect call sites (provider.ts, local/placement.ts) a TUI-safe logger after the core/util/log shim was deleted.
