docs: follow the layer to .docs/ in the notes that guide

The layer index names the knowledge layer of the personal workspace root as
the place for everything that concerns more than this repo. That layer moves
as part of the same change and still sits under docs/ today. The updated:
date is not raised for a prefix alone. No other note in the layer names the
old path.
