Slack, off, and the webhooks blanked behind it.
The suite writes audit lines constantly — every case it files, every
action it issues, every appeal it decides — and every audit line is
offered to SlackNotifier. Nothing here overrode `slack.enabled`, so it
was read from the developer's own .env, where it is on and the webhook
URLs are real ones. With QUEUE_CONNECTION=sync above, PostToSlack does
not queue: it posts, inline, during the test.
So running the suite posted hundreds of messages to the team's real
channels, about references like TS-2026-0001 that exist only in the
throwaway SQLite database each run builds. It looked like the portal
spamming Slack about records nobody could find, and it was somebody
running the tests.
Belt and braces: `enabled` false is what stops it, and blank webhooks
mean a test that switches `enabled` back on for its own purposes and
forgets to substitute its own URLs still has nowhere to post. See
SlackActivityTest, which sets both for itself and fakes the HTTP.
