Archiving WICG repo and migrating issues

Hey @jihyerish and @frivoal. I'm one of the WICG chairs and doing some cleanup on repos where spec has already migrated. Seem like spec already migrated for spatial nav. Shall we archive the WICG repo and do you want active issues moved to CSS WG?

I am no longer tracking this work, so not 100% certain what the status is, but closing the repo and transferring issues seems reasonable. I had already transferred the issues that existed when we moved the spec, so moving what was created since then and wrapping it up here makes sense to me.
