[Refactor] Coments tab isn't scrollable when comment are disabled so you can loose acceess to video

Steps to reproduce the bug

1. Open video with disabled comments
2. Go to description tab
3. Scroll down
4. Go to comments tab

Expected behavior

Either comment tab not scrolled in sync with description tab or comments tab allows scrolling to return to video
