Hover tooltips work through player ui

0.28.0 - 0.28.2 (earlier versions probably too)

Steps to reproduce the bug

1. Open any video (from page where you can find elements which show tooltip after hovering)
2. Try to hover those elements with mouse

Expected behavior

Hovering elements which shows tooltips doesn't work when covered by player surface

Actual behavior

Hovering elements which shows tooltips works despite them being covered by player surface

Looks like it is really the same bug because when there is no error I can only hover through but when there is error I can additionally click through. Looks like problem is present even without error in content loading. When error present there is just no one to catch clicks before they reach view under "video player"

Reopening now as the tooltips part of the issues is still not solved and can't be solved without proper fix or just refactor
