Videos skip forward on quiet fragments

Steps to reproduce the bug

1. Open any video that's not music, which contains fragment of low sound volume (for example, it was very noticeable here and always happens here for me: https://www.youtube.com/watch?v=d0hCvZZfb6I)

Expected behavior

It is not supposed to skip content.

Actual behavior

Dialogues have unnatural skipping inside of them, sometimes the video speeds up and the playback counter skips seconds

Did you enable the "Fast-forward during silence" option in the player? It can be reached in the playback speed dialog.

It was the same for me, i just couldn't find the option. As a suggestion, maybe if the setting is global, as in it applies to every video, it could be a setting so it would be easier to find. Thanks for the help!

@chongimarr This is not the issue, maybe make a new issue about making the skip silence option easier to find? the bot not going to close this quickly now
