GUI seek timestamp stuck behind / jumps after somewhat long watch time (~10 mins)

Steps to reproduce the bug

1. Play any video, say https://www.youtube.com/watch?v=xii9rqFAWL4 at normal speed

2. try to note the exact timestamp of some spot.
   of course this would require pausing, playing, rewinding and observing the seekbar timestamp.

3. Increase the playback speed to say 1.3x or 1.7x or more; and observe again.

Expected behavior

the timestamp keeps on progressing continuously.

Actual behavior

sometimes it takes too long (as in 2-3 real seconds) to update the current timestamp
at even slightly higher (1.3x like) speeds. however, after clearing the cache it seems to now updating regularly.

yes, confirmed today this bug with numbers.

it kept on showing the timestamp 1:11:31 for so long, and jumped straight to 1:11:39. the playing speed was 1.3x which is not that high playback speed either.

of course i was pausing in between (paused 2-3 times) to try to note the exact timestamp (original actual goal, not for stress testing / triggering the bug).

reproduced now even at 1X.

kept showing only 10:53, then jumped to 10:56. the total length of video is 33:13
