This is most likely #11139.

Depending on your IP, it doesn't always give the proper exception. I've experienced this myself when debugging, but I didn't delve deep enough into the code to understand why it doesn't throw the exception, I knew that the error was because I was using a VPN.

TL;DR change VPN location/IP address to try and fix it

Well, i have indeed checked it was my VPN. I never had thought to check it because it had always worked untill now.
Will experiment with settings of the VPN to resolve this myself
