Persistent Pending Download Queue

Feature description

I've noticed, after queueing a few videos for download, in case of a internet failure, which it is frequent in some regions, in some cases the entire pending download queue clears.

I would like the pending download queue to be persistent regardless of the status of the connection or the status of the file (not started, downloading, paused, error) and only removed AFTER completing a successful download. Also it should persist between app restarts and phone restarts.

BTW, I've found SIMILAR and related requests/bugs (Bug:12505 Bug:7823), but they are not exactly what I'm asking here, that why I decided to add the feature request.

Why do you want this feature?

I live and travel in "internet-poor" regions, where even if/when I buy a SIM card, streaming is often not a real option. I rather go to a cafe every few days and download a lot of content in one go. Sometimes, even the internet from the cafe malfunctions and I don't realize it didn't download until I'm back in my accommodation. Then, the next time I have to look for that specific video again.

Well, you have run into a bug #11076, we have already got plenty of reports about those unfinished downloads disappearing from downloads list, the mostly reported in #7059 but there might be solution in sight as PR #12550 is just landed, you can test apk from there if that solves or improves the situation for you, please feel free to post your experience there or in the open issue #11076.
