Add a "Retry" button on "Related items" when no videos have been retrieved

Feature description

The "Retry" button on the "Related items" section allows the section to be refreshed to make sure data can be shown (or not, this can take a few retries). This helps if videos didn't add in the section and allows to show up at least videos, without having the effort of restarting the app or disabing and enabling network to restart the video's info and all that. This will also be on those with partial related videos.

Why do you want this feature?

This will be extremely useful because then all the hassle for refreshing the video and app will all be gone. Then life will be easier when using NewPipe in the future. The data will/will not be received after tapping "Retry" and it will have a 50/50 chance of showing related videos data or not.

Reloading would not have the above requested desired affect from now on see #12422 and previously reloading may have helped since it was under A/B Test.

However if reload button can help fetch different related items (through extractor mechanism, if feasible) or updated related vidoes list (might be helpful when watching long duration videos) then it can be considered for worth looking at. For that our developer @litetex can better shed light on this if that is feasible & maintainable in the long run?

So the problem here is that for nearly all services the related items are on the same page as the video.

If one now wants to reload the related items, they also have to reload the video.

So I don't think that this is currently easily feasible.
