fix: elevate food-loss-postharvest-sub-saharan-africa to canonical quality
Upgrades problem.md, problem.json, evidence.json, and evidence.md from thin generic templates to domain-specific content with FAO food loss data, APHLIS provincial estimates, hermetic storage effectiveness, and cold-chain infrastructure gap documentation. The machine-readable ledger is `evidence.json`.

### APHLIS 2023

## Evidence Notes
88

9-
10-30% cereal losses at provincial scale. Cereals only.
9+
### FAO Food Loss Index 2023
10+
11+
Use this source for the regional loss baseline. The 30-40 percent figure is a regional aggregate — sub-national estimates are not available for most countries. Loss data is sparse and modeled. Loss-stage classification depends on survey methodology that varies across countries. The FAO index combines multiple sources with different measurement approaches. Always document these limitations in sub-national analyses.
12+
13+
### APHLIS Postharvest Loss 2023
14+
15+
Use APHLIS for the best available sub-national cereal loss estimates. APHLIS covers cereals only — perishable crops with higher loss rates are not included. Estimates are modeled from survey data and expert assessments, not directly measured. Model inputs vary in quality across provinces. Aggregate loss estimates mask loss-stage detail. Always document crop coverage and measurement limitations.
16+
17+
### Hermetic Storage Effectiveness
18+
19+
Use this source for loss-reduction potential. The 50-80 percent reduction range is from controlled trials — on-farm reduction may be lower from improper sealing and pest re-infestation. Adoption below 10 percent is a continental average. Cost barriers vary by product type. The review does not capture perishable crop solutions. Always present with adoption-barrier and on-farm-vs-trial limitations.
20+
21+
### Cold Chain Infrastructure Gap
22+
23+
Use this source to document the perishable-crop constraint. Cold-chain capacity data is sparse — most SSA countries lack systematic refrigeration inventories. The 30-50 percent higher perishable loss is a general estimate. Solar and evaporative cooling solutions are at pilot scale. Informal cold-chain practices may partially reduce losses. Always document data-sparsity and solution-scalability limitations.

## Evidence Quality Rule
1226

13-
Evidence only when source, method, limitations, confidence explicit.
27+
Evidence is not accepted because it sounds plausible. It is accepted when the source, method, limitations, and confidence are explicit enough for a reviewer to attack.

1+
# Postharvest Food Loss Measurement And Reduction Potential In Sub-Saharan Africa
22

33
## Problem Statement
44

5-
FAO estimates 30-40 percent of Sub-Saharan African food is lost postharvest — enough to feed 300 million people. Losses are highest at farm-to-market stages where storage, cold chains, and processing are weakest. APHLIS provides postharvest loss estimates for cereals at sub-national scale. But linking crop-production maps, storage-infrastructure data, and household-survey food-loss modules to identify where losses are highest and most reducible is underdeveloped.
5+
FAO estimates 30-40 percent of food produced in Sub-Saharan Africa is lost postharvest — enough to feed 300 million people. Losses are highest at farm-to-market stages where storage, cold chains, and processing infrastructure are weakest. Hermetic storage bags and metal silos can reduce on-farm storage losses by 50-80 percent, but adoption is below 10 percent in most SSA countries. Cold-chain infrastructure for perishable crops is almost absent outside major urban corridors.
6+
7+
Postharvest loss data comes from APHLIS (cereals at provincial scale) and the FAO Food Loss Index (country-level aggregates), but these sources use different methodologies and cover different crops. Household-survey food-loss modules provide direct measurement but are available in only a few countries. The gap between modeled loss estimates and verified household-level measurement is the core measurement problem.
8+
9+
> Which sub-national areas in SSA have the highest evidence-backed postharvest food loss, and where would storage-infrastructure investment reduce losses most?
610

## Known Facts
812

9-
- Verified fact: FAO estimates 30-40 percent of food produced in Sub-Saharan Africa is lost postharvest, concentrated at handling, storage, and transport stages.
13+
- Verified fact: FAO estimates 30-40 percent of food produced in SSA is lost postharvest, concentrated at handling, storage, and transport stages, with cereals and perishable crops most affected.

11-

## Uncertain Areas
1519

16-
Whether APHLIS estimates can be validated with household-level food-loss measurement. Whether storage-infrastructure maps predict loss levels.
20+
- Whether APHLIS provincial estimates can be validated with household-level food-loss measurement where both exist.
21+
- Whether storage-infrastructure maps predict actual loss levels, or whether farmer behavior and market access are more important determinants.
22+
- Whether loss-reduction maps change storage-technology investment targeting, cold-chain development, or food-system policy decisions.
23+
24+
## Initial Scope
25+
26+
This pack accepts work on:
27+
28+
- Evidence inventory and source-quality assessment for APHLIS loss estimates, FAO Food Loss Index, household-survey food-loss modules, and storage-infrastructure data.
29+
- Sub-national postharvest loss mapping using APHLIS and FAO data for major staple crops.
30+
- Loss-reduction gap analysis identifying where storage-technology adoption would reduce losses most.
31+
- Red-team review of loss-estimate overstatement and the risk that modeled estimates are treated as verified measurements.
32+
- Field-reality review with food-system planners, storage-technology programs, and agricultural ministries.
33+
34+
This pack does not accept storage-technology product recommendations, cold-chain investment proposals, or unvalidated claims that specific interventions reduce losses by specific percentages.
1735

1836
## Done Condition For V0
1937

20-
One reviewed and replicated sub-national postharvest food loss analysis for at least two countries.
38+
The pack is useful when it can produce one reviewed and replicated sub-national postharvest food loss analysis for at least two SSA countries, with explicit documentation of loss-estimation methodology, crop-specific loss data, and the distinction between modeled estimates and verified household-level measurement.
