Deprecate any OVAL test that does not have OVAL test content in the SCAP Self Assertion Repository

If we have OVAL tests for which no OVAL test content exists, then it's not being tested as part of SCAP Self Assertion, and if that is the case then it likely is not being used anywhere, and can safely be marked for deprecation.
