Cron job for updating mdeb data

I think we can deprecate the old data sets (remove completely, currently they have lifecycle badges) and institute the cron job to update mdeb datasets

So i'll remove the deprecated data sets (#82 ) and add the new data sets. Do you think (@jmhatch ) you'd have time to set up a workflow on a monthly schedule to update the data sets?

Looks like in data-raw we have a function to pull data and create roxygen.

Also looks like we had started to create a workflow to update the mdeb data. I'm happy to look at this if you dont have time! It's been a while since we worked on this i had forgot what we had done!

we'll need to get ITD to edit some of the repo settings that we dont have access to. settings->actions->general
