[Problem/Bug]: Cannot click on item menus from APEX Oracle

What happened?

When I click on a menu like "Theme Version" or "Theme Style" and try clicking on an item menu, the menu disappears and the action that's supposed to happen doesn't occur. It's like I am clicking below it even though the menu is there. This happens with every APEX Oracle menu, and doesn't happen in Edge.

1. Go to example URL
2. Click any item that has a popup menu like theme version or theme style
3. Click any of the menu items.
   The expected behavior of any of those menu items are not executed.

The issue is no longer a repro with 146 version. If the issue is still happening please open a new ticket with sample repro.
