Can I clarify what you are talking about? There are two characters that have a similar appearance:
https://www.fileformat.info/info/unicode/char/0964/index.htm (DEVANAGARI DANDA)
https://www.fileformat.info/info/unicode/char/09f7/index.htm (BENGALI CURRENCY NUMERATOR FOUR)

For the Bangla INSCRIPT (kbdinbe2) keyboard, only U+0964 is available.
For the Bangla (kbdinben) keyboard, only U+09F7 is available.

Do you believe that both characters should be available on the kbdinben keyboard?

Thanks! I understand the issue now.

This site produces the layouts by using information from the Windows keyboard dlls. Unfortunately, the Windows keyboard dll generates U+007B instead of U+0964.

I have reached out to the Windows team to get clarification.
