Subject: [PATCH] Move candidates dir to repo root

The wrapping aggregator/ directory only ever held candidates/ and
added a redundant level. Move aggregator/candidates/ to candidates/
and update every reference (gitignore, CANDIDATES_DIR in __main__,
docstrings in manual.py / render.py / cloner.py). The Python
package keeps its lean_pool.aggregator name since it's the code
that does the aggregation, not the data.
