Subject: [PATCH] Fix swift-docc-plugin dependency spec (branch -> from)

1.4.5 is a tag on swift-docc-plugin, not a branch, so SwiftPM/Xcode
fails to resolve it with 'did not find the new dependency in the
package graph'. Use `from: "1.4.5"` version requirement instead.

Fixes #9.
