iccdev.xml-parser-regressions carries the slow label, and ci-pr-action.yml pins ctest_mode=fast; the Windows legs never register script tests. These cases therefore execute on no PR leg, exactly as the note above that test records. Worth widening, but that is a lane question rather than part of this fix.
