Rate Limits #246

Description

@m1k3ppp

The Geotab API returns information that is not passed through mygeotab-python library when rate limits are hit.

When making requests to MyGeotab, the backend returns the following HTTP response headers:

X-Rate-Limit-Remaining: How many calls you have left in the current window.

X-Rate-Limit-Reset: UTC ISO timestamp when the rate limit quota resets.

X-Rate-Limit-Limit: The window time unit (e.g., 10m, 1s).

Retry-After: Sent with error responses to tell you how many seconds to wait before retrying.

If you exceed a rate limit, the MyGeotab server returns an OverLimitException.

It would be ideal if this information is passed through so that the python apps hitting rate limits can more efficiently re-try when API capacity is available.
