Subject: [PATCH] build: Renovate opens its pull requests against dev

Renovate reads renovate.json from the default branch, main, and without a base branch
configured it also read the dependency files there and targeted main with its pull requests.
main is the latest release and nobody commits on it; dev is the trunk every pull request
targets. baseBranchPatterns names dev, so Renovate reads the dependency files from dev and
opens its pull requests against it.
