Clarity around language codes which include a country code #207

  1. I believe glossary/dictionary endpoints ignore country codes, but I don't think we spell this out.
  2. Currently we require country codes for language codes where we support variants, but just in client libraries. As in, you can't translate to pt using Python, just pt-PT or pt-BR. But you can translate to pt using an HTTP request. I think this situation is suboptimal, but we should at least document it and explain the reasoning (we want to encourage people to specify their language variant so that they get translations that most optimally match expectations).
