a user can select existing photos from WYSIWYG

If there is an existing photo that has already been uploaded we should be able to select it in the WYSIWYG editor.

Trav mentioned perhaps a tab in the modal popup area which I think is a good idea. This might just do like infinite scrolling or something inside of the modal (since we can't paginate this modal view).
