[Future Change] Global Controller looping over all replicas, even if on the same instance

If two agent replicas are on the same instance, they would share the same node store, but the global controller would still poll that instance twice for every replica and get that same data.

Currently not an issue since each agent replica gets its own instance, but food for thought later
